Chromium in the stainless steel forms a thin passive layer on the surface. This layer prevents the reaction with sulfur and oxygen that leads to a dark film on silver.

Yes. The gold plating itself does not tarnish, and the stainless steel underneath cannot oxidize through.

Does the jewelry leave green marks on the skin?

No. Green marks are caused by copper. Stainless steel contains no free copper that can be transferred to the skin.
